Governor Greg Abbott announced a temporary pause on approving new data center connections to the state's power grid, allowing regulators time to evaluate how future facilities can be integrated without threatening grid reliability.
"Our top priority is to protect Texans' safety and quality of life," Abbott said in a statement announcing the decision.
AI Boom Creates Massive Electricity Demand
The Electric Reliability Council of Texas (ERCOT), which manages most of the state's electric grid, is currently reviewing more than 1,800 proposed projects that would collectively require over 474 gigawatts (GW) of electricity.
That figure is more than five times the highest electricity demand ever recorded on the Texas grid, raising serious concerns about long-term energy reliability.
The unprecedented surge is largely being driven by the rapid expansion of AI infrastructure, where massive data centers require enormous amounts of electricity to power high-performance computing systems and advanced AI models.
Texas Power Grid Already Under Pressure
The state's electrical system has faced significant challenges in recent years, including severe winter storms that caused widespread outages and increasing demand from large-scale cryptocurrency mining operations.
Energy experts warn that adding hundreds of AI data centers without major infrastructure upgrades could place additional stress on an already vulnerable grid.
Hundreds of Data Centers Planned
While Texas remains one of the nation's fastest-growing technology hubs, the full scale of upcoming projects remains unclear.
According to estimates, Texas currently has approximately:
- 335 operational data centers
- 248 planned facilities
- Hundreds of additional projects in early development awaiting approval.
State officials have acknowledged that they do not yet have complete information about every proposed project, making long-term planning more difficult.
Some Facilities Are Bypassing the Grid
To avoid delays in obtaining grid connections, some existing data centers have begun generating electricity on-site using diesel-powered generators and other private energy sources.
While this approach allows facilities to operate independently, environmental advocates argue that it increases greenhouse gas emissions and contributes to local air pollution.
Public Opposition Continues to Grow
Communities across Texas and other states are increasingly voicing concerns about the rapid expansion of large data centers.
Among the most common issues cited are:
- Rising electricity costs

Several lawmakers have proposed stronger oversight to ensure future projects do not negatively affect nearby communities or the state's energy system.

Governor Abbott said the review was prompted after some data center developers failed to provide requested information regarding expected electricity and water usage.
The audit aims to improve transparency and help regulators determine how future AI facilities can be connected without compromising grid stability.
